Irrigation

The D&C editors suggest that job creation is distinct from other elements of economic development, inlcuding Renaissance Square and renewed interest in restoring the canal downtown.

It's not a zero-sum choice. Strategic public investments leverage private investment that expands the tax base. Expanding the tax base can lead to further investments; or to a reduction in tax rates, which everyone seems to agree is an impediment to job creation and retention. Developing and maintaining a unique and interesting place is also a critical element in attracting and retaining the creative class, which may well be an essential fuel to power job growth in the 21st century. The best places leverage existing assets and history and water are valuable assets to build on.
